Former Solwezi District Commissioner Crispin Likando has expressed shock in the manner teacher transfers and swaps have been conducted in North Western Province. Likando said it WAs shocking that 41 teachers from a technical school were transferred in unexplained circumstances. He said it will be suicidal to upgrade teachers from basic schools to technical secondary schools without considering a number of factors. “The outbreak of transfers among teachers I hope and pray that the quality and standards of learning will not be compromised in technical secondary schools. I hope teachers from secondary schools are not being swapped, it will be suicidal to upgrade teachers from basic schools to technical secondary school,” Likando said. He said transferring or swapping over 41 one teachers from one school is too much change that may affect complexion of a school. Meanwhile, Solwezi Deputy Mayor Nephan Kamwandi has questioned the motive behind the transfers. He said the move is likely to compromise the standards of teaching in the early stages. “I am equally wondering about these transfers” Kamwandi stated. Northern Province has recorded the best passing rate for grade 12 national examinations hitting the 96 percent mark in 2017. Eastern, Luapuala, Muchinga and Copperbelt provinces complete the top five best performers with the capital Lusaka coming out in 6th place. Southern province which has previously recorded some of the most impressive results has dropped to the bottom of the country with a disappointing 43% pass rate. According to the Ministry of Education Central, Western, Northwestern and Southern provinces are under-performing because parents of school going children are forcing them into agricultural activities as well as early marriages and pregnancy. Copperbelt University lectures are being interrogated for unlawful confinement of vice Chancellor Prof. Naison Ngoma for allegedly failing to management the University. The deadlock at the University over demands that Professor Naison Ngoma resigns have reached another level with lecturers maintaining that intimidations of being questioned by police will not make them drop their demands. Police Copperbelt chief Charity Katanga said about 44 lecturers who include union leaders are being questioned for unlawful confinement of the vice chancellor. “Yes I can confirm that we have summoned the lectures to come and answer to allegations of unlawful confinement. As I speak statements of warn and caution have been recorded and if we find a case then the matters will be taken to court. If investigations prove otherwise again we will advice,†Katanga said. She added that the behaviour of CBU lecturers and other employees was irresponsible and police got involved to establish facts on the issue. Zambia Congress of Trade Unions (ZCTU) General Secretary warned the police command to stop interfering in misunderstandings involving the unionised workers and the Vice Chancellor at the Copperbelt University. The Competition and Consumer Protection Commission (CCPC) has observed with concern the sudden increase in the prices of disinfectants in particular chlorine in the wake of the cholera outbreak. Public relations officer Namukolo Kasumba said the increase in the price of chlorine reported to have increased by between 800% and 1000% from the observed K3-K5 per bottle to over K25-K30 is not only a source of concern but defeats the efforts by the government in the fight against Cholera. “The Commission has thus taken keen interest in this matter and has launched investigations. All traders that will be found to have increased the prices of this “now basic†item without justifiable corresponding increase in the sourcing costs will be taken to task,†she states. Kasumba says the commission has repeatedly warned businesses to desist from engaging themselves in conduct that is unfair and anti-competitive. “The applicable fines if found wanting are up to 10% of an enterprises annual turnover. Therefore the Commission will not seat idle and watch consumers being exploited in the wake of the cholera outbreak,†she added More 60 people have died since cholera was first reported in Lusaka last October with close to 3, 000 people treated countrywide for symptoms related to the waterborne disease. A 19 year old of foreign origin has been arrested for masquerading as medical Doctor at Kitwe Teaching Hospital. Police sources and Kitwe teaching Hospital Spokesperson Phoebe Chileya have confirmed the development. The suspect is believed to have been undertaking illegal deals yet to be established at the teaching hospital before meeting his fate. He has been spotted patronising the hospital before police moved in to arrest him after a tipoff from the hospital management. Police sources disclosed that the suspect has been using a fake National indentify card with names Doubem Sabby from the University Teaching Hospital, Ndola Department of Neurosurgeon. “We are very shocked that a boy of 19 years can involve himself in such activities, he has told us that he is Darlington Doubem but those are not the names appearing on his Identity Card. Yes we have him in our custody and we have instituted investigations, get full details from madam Katanga†a police source said. However, Copperbelt Police Commissioner Charity Katanga was still waiting for the report. The Patriotic Front on the Copperbelt has suspended Provincial Youth vice chairperson Sternly Chandindi for allegedly uttering derogatory statements in the media. According to a charge later signed by PF Copperbelt Province chairman Stephen Kainga, Chandindi has been given a week to exculpate himself. The Party in the province has also asked Chandindi to stop carrying out any activities until his exculpatory is heard by the disciplinary committee. He becomes a second official to be suspended following the suspension of Provincial Youth Secretary Christopher Kalenge. But Copperbelt Province PF Secretary Mike Manda has maintained that the party is not victimising anyone with different views. He said the party has embarked on ensuring sanity on how politics are conducted in the party so as to avoid issuing conflicting statements in the media. “It is not true that we are victimising our people with different views, first of all in our party we exercise democracy and respect other people’s opinions regardless of who they are, this party was voted into office after looking at how well we offered checks and balances to MMD so why are we going to turn against our own?†Manda asked. Liquidators of The Post Newspapers have moved in for the final kill putting the property on sale. Provisional liquidator Lewis Mosho opened up the gates to the once mighty Post Newspapers showing off the property and enticing would be suitors with a US$1, 6 million offer for the premises that sits in the uptown suburb of Rhodes Park. The memo is out that the liquidator will pay out the money to former employees and also other creditors. Recoveries manager Robert Chabinga hosted a media breakfast to generate hype around the sale of the premises that housed the 26 year old newspaper that was the largest circulating publication. The Lusaka High Court through judge Sunday Nkonde declared the company insolvent proving to be the last nail in the Post Newspapers coffin. On June, 21 2017 the Zambia Revenue Authority seized property halting operations at The Post Newspaper Printing Plant in Lusaka which marked the beginning of the end. ZRA officers raided the Post Newspaper’s printing plant locking up the printing plant and seized property thereby grounding to a halt the newspaper’s operations. ZRA took over accounts, cash and property and state police took over security. At the paper’s newsroom at the Bwinjimfumu office, ZRA officers locked up newspaper staff and some clients as they executed their action. This followed the Supreme court’s ruling in favour of ZRA n a case in which the High Court granted a stay of the ZRA’s levy of distress on the Post Newspapers. The journalist turned socialist by proclamation and contested elections under the failed Rainbow Party project said that the UPND should not delight in the riots. BELOW IS HIS FULL POSTING: Following the riots that have erupted in Lusaka over the PF government’s measures to address the deadly cholera outbreak, which situation could have been avoided had we a serious leadership in place, I have observed our colleagues who support Hakainde Hichilema and the UPND taking a swipe at those who are aggrieved by these restrictive measures. They’re laughing at the irate members that they are the ones who voted for Edgar Lungu instead of HH. This is being heartless because you cannot blame someone you have not taught how to be conscious of their struggles. Stop lying to the people that the problems they’re facing will evaporate once they vote for your HH as president. The UPND has several members of parliament, mayors and councillors who were voted for in 2016 on the basis of the party, yet have these individuals delivered on their campaign mandate? No. Now they’re busy fighting for 2021 adoptions, strongly believing that if HH is the presidential candidate again, they will use his name to bounce back into leadership. Sorry, that approach will not work for you this time round, you political time-wasters. About 1,000 Marketeers in Kalulushi and Chambishi are set to benefit from the Presidential Initiative Empowerment Fund (PIEF), National Coordinator Clement Tembo has disclosed. Tembo who was on the Copperbelt to lunch the PIEF in Kalulushi District said the funds are meant to boost business activities to many vulnerable marketeers. He said K 400,000 has been set aside for the marketeers in Kalulushi and Chambishi to help reduce the burden most marketeers were going through in growing their business activities. “We have recognised Marketeers as an important player in the country’s economic growth and it is the reason we have come here so that we empower them so that they contribute more to the economy, for today as demonstration we have given out funds to over 50 marketeers and we will be giving more every Monday so that everyone is catered for†Tembo said. He added that a system has been put in place to ensure that marketeers don’t default and pay back the funds. “we have created a system that will help them pay back on time, every Friday will be asking them to pay something, for example if a marketeer gets K 500 we will be expecting them to pay atleast K 20 every Friday but the payment period is within five months†He stated. Tembo has further disclosed that the rate of paying back has improved adding that the defaulting rate has gone to about 10% which he said would be addressed very soon. The Kitwe Magistrate Court has sentenced a 42 Year old man to five years imprisonment with hard labour for unlawful possession of prescribed trophy contrary to section 130 (2)(a) and (b) of the Wildlife Act Number 4 of the laws of Zambia. Appearing before Magistrate William Lubanga in the Kitwe Chambers for Judgement, Newton Mwamba 42, of Kitwe Chamboli Township was found guilty of being in possession of an elephant Ivory. Facts before court are that on the 27th December, 2017 National parks and wildlife officers received information to the effect that one person was dealing in Elephant ivory at Moba Hotel within Kitwe. The suspect was arrested after being found in possession of ivory and appearing before court, the accused pleaded guilty to the offence.
