The opposition United Party for National Development says it has petitioned Speaker of the National Assembly Patrick Matibini to institute an inquiry in the purchase of the 42 fire tenders at US$42 million. UPND president Hakainde Hichilema said that his party had on September 29 written to Matibini to commence an inquiry. Hichilema said that his party was guaranteed of support in parliament from members across the political divide. He said that the Speaker had been asked to form a special committee to investigate the purchase that has generated widespread condemnation by the citizenry. And the UPND has also asked for the investigations to the Lusaka/Ndola dual carriageway that has allegedly been expensively priced. President Edgar Lungu has appointed Dr Simon Miti as Principal Private Secretary at State House. Dr Miti’s position is at the same level as Deputy Secretary to the Cabinet. According to a statement by presidential press aide, Dr Miti has been serving as Permanent Secretary in charge of Administration at Cabinet Office and takes over from Mr Francis Chalabesa who has retired after expiry of his contract. The President has also appointed Mr Patrick Kangwa as Deputy Secretary to the Cabinet in charge of Administration at Cabinet Office. Until his appointment, Mr Kangwa was National Coordinator at the Disaster Management and Mitigation Unit under the Office of the Vice-President. He takes over from Mr Peter Kasanda who has retired following the expiry of his contract. At the Disaster Management and Mitigation Unit, the President has promoted Head of Research and Planning Ms Yande Mwape as National Coordinator. And the President has promoted Director for Performance Systems at the Management Development Division under Cabinet Office, Mr Mabvuto Sakala as Permanent Secretary for the Ministry of Higher Education. Mr Sakala takes over from Mr Owen Mgemezulu who has since been transferred to Cabinet Office as Permanent Secretary in charge of Administration. Meanwhile, the President has appointed Ms Alfreda Kansembe Mwamba as Ambassador to the Federative Republic of Brazil. The President has also appointed Mr Anthony Mukwita as Ambassador to the Federal Republic of Germany. Mr Mukwita has been serving as Counsellor at the Zambian Mission in Sweden. The appointees will be sworn-in by His Excellency the President in due course. We are challenging him to explain how he managed to accumulate so much wealth within a very short period of time. We are tired of his fairy-tale story that he started business a long time ago, now we are questioning how he allowed his wife to go and work in UK as a maid if he was serious businessman. Home Affairs Minister Stephen Kampyongo says the ruling Patriotic Front is still the number one choice for the citizenry given the recent victories in local government by-elections. Kampyongo said that for the PF to get the highest number of seats in the last round of council chairpersonship and ward by-elections meant that the people still had faith in the ruling party. The PF won nine out of 12 seats in chairpersonship and ward elections with the UPND getting the remainder of the seats. Kampyongo said the people still supported the PF as he had been delivering on their campaign promises. He paid tribute to the party members that led the campaign teams during the elections. Patriotic Front Media Director Sunday Chanda has been once again caught pants down with an alarmist statement that could potentially fan violence. Chanda not for the first time has attributed ordinary incidences of violence to politics and gone to town with it but has had to fall back on it. Credit to him for having tendered in an apology. In the heat of the political campaigns Chanda had claimed that UPND cadres had killed a PF sympathizer in Chilanga but it has turned out no one died. “We would like to dispel reports published in some quarters of the media purporting that a member of the Patriotic Front assaulted during the just ended by-election campaigns in Kalundu area in Chilanga has died, “ she said in the statement,†said the police in a statement. Chanda has since issued an apology reproduced below: Below is the statement: RETRACTION STATEMENT FOR IMMEDIATE RELEASE Yesterday, 17th September 2017, my Office received information from the Party Provincial Officials to the effect that a PF member who was attacked in Chilanga during the by-election campaigns had passed on. Upon receiving this information, we had it verified with two other Provincial Officials who confirmed the reports. It has come to our attention that the Provincial Officials information was not accurate. The victim is still hospitalised in University Teaching Hospital and remains in our prayers. We apologise for the inconvenience this may have caused on the vIssued by: Sunday Chanda PF Media Directorictim and the bereaved family. This is because the Minister is most hard working cabinet member, and his followers feel that he should be putting the same effort towards his MMD faction. Now, this could have given the PF member a chance to join the protest as they feel that, their party has been invaded by MMD MUTATI led faction. 2. The other one is from PF top officials. Owing to the fact that Kambwili is out, there might be Chao’s in PF on who takes over from edger lungu. Now, looking at the stats, many people in Zambia inclusive of UPND followers, have considered and given MUTATI a credit if not distinction on how he runs his sensitive office. HICHILEMA’S FULL STATEMENT PRESS STATEMENT. 19th August 2017 WE CELEBRATE THE LIFE OF LATE PRESIDENT MWANAWASA WITH GRATITUDE AND RESPECT. Fellow citizens and compatriots, today marks the 9th year since the passing on of our dear President Dr. Levy Patrick Mwanawasa who died in France while on a tour of duty on behalf of our Nation. The death of President Mwanawasa was without doubt the darkest day of the Nation’s history. On the day the tragic news was received, our Republic stood still and held vigil by our radios and televisions, trying to absorb what had befallen the nation. Our Radios were jammed with callers of different ethnicities,religions, races, gender and national origins. Christians, Muslims, Hindus, Bahai and African traditional religions were bound together by the sadness of the grave loss, but most importantly, they were held together by our shared values, patriotism, solidarity and pride with which our founding fathers and mothers built this Nation upon. Our profound grief at the loss of a visionary, nationalist and distinguished lawyer, quickly gave way to the hope for a better future, based on the firm social, economic and political foundation he had built for us, within such a short period of time. And so the Nation began to celebrate the rewards of his selfless and visionary leadership based on sound and prudent economic management anchored on zero tolerance to corruption, respect for basic freedoms, civil liberties and the rule of law. Under Dr Mwanawasa, free press flourished and blossomed, the freedoms of expression, assembly and association thrived while differences of political opinions and divergent views strengthened our common values, as a society who saw things in different perspectives, but all bound and in one accord over one common destiny, as one Nation under One God. Though President Mwanawasa lived in his era gone by as a result of his sad and untimely demise, his leadership belonged to the present and future expectations of what new African gorvernance ought to be, accountable, transparent and honest. Dr Mwanawasa unlocked the potential of future generations, inspired confidence in budding youth business leaders, gave hope to women entreupreunship, and created an enabling environment for our marketeers and farmers. The President set pace on the uncompromised fight against corruption, cronyism and political violence and defined a sound and sober ideology that, a fellow politician with a divergent view is not a sworn enemy, but a political opponent and a fellow citizen. He answered a call beyond duty, ran his race and accomplished so much so few have achieved in so short a period of time. On this day on the celebration of the brave, corrupt free and visionary leadership of President Mwanawasa, we pay our heartfelt tribute to the widow, Dr Maureen Mwanawasa and family who gave more than what was expected of them by sharing President Levy Patrick Mwanawasa to Zambia. Over 30 people including a newly-wed couple and a two-year-old child have been admitted to Lewanika General Hospital in Mongu after they consumed suspected poisonous food during a wedding ceremony. The hospital has quarantined all the 31 victims in its eye department, and no visitors are being allowed in. A check at the hospital yesterday established that the number of victims had risen from the initial 13 admitted to the health institution on Saturday evening to 31. Most of the affected people are in their late 40s while the groom and bride are in their 30s. The hospital has taken stool samples from the victims which will be sent to the University Teaching Hospital in Lusaka for microscopic culture and sensitivity test, to establish what transpired. Speaking from her hospital bed, the bride, Virginia Kasonda, said everything went on well until some people from the groom Sikota Ngenda’s side started complaining of stomach upsets just after the ceremony that was held at Mandanga Primary School on Friday. Virginia said the affected people only sought medical attention the following day (Saturday) when the situation worsened. “We were all happy until people started vomiting. The whole thing is confusing and I really don’t know what transpired,†she said. And speaking when he visited the victims on Saturday night, Western Province Minister Nathaniel Mubukwanu commended the hospital staff for bringing the situation under control. Mr Mubukwanu has urged people holding public functions to observe hygiene when preparing food to avoid such occurrences. “This could have been a disaster, but thanks to the hospital staff for the commitment they have shown to prevent deaths. This is very commendable,†he said. Lewanika General Hospital clinical care officer-in-charge Subhash Chand Soni said the situation is now under control and everyone is responding well to treatment. He said all the victims have diarrhoea and they are still vomiting. “From the received cases, five were very critically ill but they are now stable,†he said. And Dr Soni said the affected people have been quarantined in the eye department to avoid infecting patients admitted to the main hospital. He said visits to the victims have been restricted until the medical personnel establish the cause of the infections. The acquittal of one Obvious Summerton Mwaliteta after having spent one year in incarceration at Lusaka Central Prison provides valuable political lessons. Ideally it is an arrest that should not have taken place in the first place. And worse was the charge law enforcement agencies chose to dress Mwaliteta and his co-accused with -aggravated robbery. It certainly achieved its short term objective of keeping Mwaliteta and his colleagues behind bars considering that the charge is non bailable. What Mwaliteta and his gang did was unacceptable as they attempted to take the law into their own hands by wrestling materials from an Electoral Commission of Zambia van. But to have bundled away the gang for one year on a ridiculous charge of aggravated robbery smacked of the highest case abuse of power. Not many will forget how hard it was to bring the gang before the courts of law on the charge of aggravated robbery. It had to take attempts by their lawyers to arm twist the system by the threat of pushing for an appeal for constitutional bail. The tragedy is not that Mwaliteta has served his undeserved one year behind bars on a trumped up charge but that another political office holder may in future apply the same standards. It is not the fact that those that are irritating government are being caged that should worry any student of history but that dangerous precedents being set daily by the system in dealing with political opponents may be back to torment today’s tormentors. Naturally when one is on the side of the divide of those that control and enjoy state power, there could be no need to see sense in the emerging trend of some identical template of dealing with political opponents. If the idea was to set Mwaliteta as an example of what could befall those that stand at variance with the ruling party establishment, then the effect could be opposite as the case has ended in the only manner it could when subjected to a stringent legal test. Mwaliteta may be lucky to have emerged from this ordeal strong enough to carry on with his political party beliefs but in truth there could be an incentive for seeing a different light on the post incarceration period. Zambians need to step back and reflect on the events that have befallen the once upon a time democratic pillar. We welcome Mwaliteta back to the outside world where he can freely participate in helping the political party of his choice assume power. While we are still on it, Mwaliteta may have been bruised the last 12 months, but it is the tax payers the biggest losers who will be forced to compensate him if he so wishes to contest the wrongful incarceration. Poor Zambians will be squeezed by ZRA to meet Mwaliteta’s settlement while those who engineered this blunder stay put sipping on their favourite drinks. It harms no one to think through our actions especially when charged with national responsibility.
