President Edgar Lungu has declared Thursday July 26, 2018 as a public holiday to allow voters to turn in numbers during Lusaka mayoral and other local government elections. President Lungu who is in Eastern Province campaigning for Patriotic Front candidates is hoping to boost the turn out. He made the announcement at Ukwimi School Grounds in the newly created district of Lusangazi Eastern Province, where he was drumming up support for Patriotic Front Council Chairperson Candidate William Banda. Police have opened the door for Congolese Rhumba maestro Koffi Olomide to perform in Zambia. Koffi had allegedly been barred from performing in Zambia following his violent conduct that also includes kicking a journalist in 2012 on his last visit. But the Zambia police says there is nothing that bars Olomide from performing in Zambia as there is no red alert on INTERPOL. Below is the full statement: ZAMBIA POLICE’S POSITION ON ANTOINE CHRISTOPHER AGBEPA MUMBA ALIAS KOFFI OLOMIDE The Zambia Police  conducted a search on the 24/7 INTERPOL system which has revealed that there is no International Warrant of arrest (red alert notice) in respect of Antoine Christopher Agbepa Mumba Alias Koffi Olomide indicating that he is wanted for any criminal offence in any Country. Further, there is no criminal record on the Zambia Police Criminal Data base in respect of Antoine Christopher Agbepa Mumba. An assault case that was reported at Lusaka Division by a journalist was closed due to lack of evidence. We therefore, wish to state that as Zambia Police, we have no reason to deny the subject musician from performing in Zambia. The Patriotic Front and UPND have made a pretence at peace and will hold a joint press conference today at the Electoral Commission of Zambia (ECZ) to denounce violence. Both parties have proved the biggest stumbling block to peaceful elections with their supporters routinely clashing and blooding each other. In the wake of the July 26 mayoral elections the two parties have felt the pressure to make peace and will be following up on their pronouncements with some measure of action. FULL STATEMENT COMMUNIQUÉ RELEASED BY THE ELECTORAL COMMISSION OF ZAMBIA ON THE EXPECTED CONDUCT OF THE PATRIOTIC FRONT (PF) AND THE UNITED PARTY FOR NATIONAL DEVELOPMENT (UPND) FOR THE LUSAKA MAYORAL BY-ELECTION AND OTHER DISTRICT AND WARD BY-ELECTIONS SCHEDULED FOR 26 JULY 2018   19 July, 2018 A Communiqué and resolutions thereto were signed on 12 July 2018 in view of Stakeholder expectations for the 26 July 2018 Lusaka Mayoral By-Election and other District and Ward By-Elections. 18TH JULY, 2018 – In the second quarter of 2018, a total number of 7,713 Road Traffic accidents were recorded compared to 7,252 recorded during the second quarter of 2017 indicating an increase by 461 Road Traffic accidents. Out of 7,713 road traffic accidents recorded in 2018, 399 were fatal road traffic accidents in which 487 people were killed compared to 432 people killed in the same period in 2017. This shows an increase by 55 persons killed and also an increase in the number of fatal road traffic accidents by 71.   831 were serious road traffic accidents in which 1,471 people were seriously injured compared to 2017 in which 1,353people were seriously injured in 732 road traffic accidents. 2,405 people sustained minor injuries in 1, 573 slight Road traffic accidents compared to 2,067 persons slightly injured in 1,422 slight road traffic accidents recorded in the second quarter of 2017. The total number of casualties in accidents recorded in the second quarter of 2018 is 4,363 compared to 3,852 casualties in the second quarter of 2017 giving an increase by 511 casualties. Among the casualties in 2018, 362 were children under the age of 16 out of which 44 died, 131 were seriously injured and 187 were slightly injured. A total number of 10,430 motor vehicles were involved in road traffic accidents during the period under review compared to 9, 770 motor vehicles involved during the same period in 2017. Most accidents in the second quarter of 2018 have been attributed to excessive speed, failing to keep to the near side (failing to keep to the lane), reversing negligently, and inexperienced driving. During the period under review, 36,359 road traffic offences were recorded compared to 38,114 road traffic offences recorded during the same period in 2017. Lusaka Province recorded 4,099 road traffic accidents with 113 deaths, Copperbelt had 1,179 road traffic accidents with 112 deaths, Central Province had 567 accidents with 58 deaths, Southern had 456 accidents with 33 deaths, North Western had 405 accidents with 36 deaths, Eastern had 340 accidents with 37 deaths, Western had 176 accidents with 21 deaths, Luapula had 158 accidents with 28 deaths, Muchinga had 175 accidents with 23 deaths while Northern had 118 accidents with 25 deaths. AN independent candidate in the Lusangazi District council chairperson candidate Patrick Menyani Banda has found himself on the end of a violent attack that landed him in hospital. In an interview Banda who was admitted to St Francis Mission Hospital in Katete said he was attacked by a group of ten people who were using unregistered white Land Cruiser. He said the attackers forced him to lie down and hit him with bottles and pointed a pistol and knives on his neck. Banda said his cousin Ousman Maumba was also attacked by the same people. He said he had reported the matter to the Eastern Province police commissioner’s office because Petauke police were not acting on his report. Banda said he knew two people from the group that attacked him. He has accused his political opponents of engineering attacks on him to weaken his resolve in campaigning for the July 26 elections. Erratic water supply has hit three towns on the Copperbelt serviced by Mulonga Water and Sewerage Company. Some parts of Chingola, Chililabombwe and Mufulira Districts have had no water for the past three days with residents now depending on shallow wells. The situation is however expected to remain the same in the coming days as Mulonga Water and Sewerage Company does not seem to be acting on the erratic Water Supply. Mulonga Water and Sewerage Company Public Relations Manager Deborah Kangende said the current erratic water supply is expected to continue for some time until remedial measures are implemented. “The Challenge has been amplified by a combination of factors ranging from increased demand of water supply, power supply challenges and accidental pipe damages by ongoing road works, in this regard we appeal to customers to exercise patience during the period of unstable supply,” she stated. The Lusaka High Court has upheld the conviction of three Chinese nationals who, along with two Zambians, were sentenced to five-years imprisonment with hard labour by The Chadiza Subordinate Court in December 2017, after finding them guilty of being in illegal possession of 25 pieces of Rhino horn. The five had, through their lawyers, challenged their conviction by the Chadiza Subordinate Court in the High Court, but when the matter came up the High Court upheld the conviction of Wan Qian, Huang Qingzhon and He Qingmao. This means all three Chinese will remain behind bars and serve the rest of their five-year sentences. And the Department of National and Wildlife (DNPW) has recorded 24,675 tourist arrivals in the national parks in the second quarter of 2018 compared to 12, 190 in the first quarter. And DNPW has this July arrested 28 suspects for various wildlife offenses across the country. During the operations, officers recovered eight fire arms, one live pangolin, 103 wire snares and a live pangolin. The Department Working with World Wide Fund for Nature (WWF) has also translocated 35 buffaloes and 200 impalas to Sioma-Ngwezi in an effort to restock the national park. Meanwhile, the High Court has acquitted the two Zambians namely, Lovemore Kamwendo and Oberty Simwanjata, after finding them Not Guilty of the offense of Unlawful Possession of Prescribed Trophy, namely 25 pieces of rhino horns, for which they had been convicted by the Subordinate Court. The conviction of the five in 2017 caught international attention because it was the first time that Chinese nationals had been publicly named in the illegal wildlife trade. China is a well-known destination for many illegally traded wildlife products such as elephant ivory, rhino horn, big cat skins and pangolin scales, fueling poaching and smuggling activities which greatly undermine efforts to conserve wildlife in many African countries. A Zambia working for an Indian as a domestic worker has found himself in the cold after his employer of 18 years bolted leaving instructions to have him evicted from the cottage he has occupied over the years. The Zambian identified as Clement Soboyo has served as a domestic worker for 18 years for the Indian family on House number 54/50 Kariba Road opposite Radisson Blu Hotel. Soboyo is seeking some compensation in form of benefits for the 18 years served. The wife to the employer is plotting an exit following the death of her husband and has refused to pay Soboyo anything. Soboyo has reported the matter to the police although no action has been taken yet. He was taken aback when police threatened him instead of protecting him as he pleaded his case.
