The declaration by President Edgar Lungu that HIV testing will be mandatory at all health facilities in the country has ignited debate among the citizenry. Treatment Advocacy Literacy (TALC) executive director Felix Mwanza has cautiously welcomed the declaration noting that it may infringe on people’s rights. Mwanza said that while the move may improve the rate of people seeking treatment and also give accurate statistics on the extent of the infection rates in the country it was an infringement of individual human rights. Social media has been littered with debate about the declaration by President Lungu. Pro compulsory testing advocates have eulogized the Head of State for the move with critics bashing him on grounds that the move infringes on human rights. President Lungu launched the inaugural HIV and AIDS Counselling, Testing and Treatment day commemoration under the theme,: “Test and Treat†towards ending AIDS. The Second Session of the Twelfth National Assembly will open on Friday 15th September, 2017 with President Edgar Lungu expected to grace the ceremony. Acting Clerk of the National Assembly Cecilia Mbewe who replaced Doris Mwiinga stated that Head of State will open session. The presidential address of parliament has become synonymous with protests by the opposition lawmakers that have twice snubbed him. In the last sitting Speaker of the National Assembly suspended UPND MPs from the house for one month for having boycotted President Lungu’s address to parliament. The UPND MPs missed out on the last half of the last session as they served their suspension. It is unclear whether UPND MPs will attend despite the Acting Clerk of the National Assembly advising all Members of Parliament to be in Lusaka by Thursday 14th September 2017. Senior Chief Mukuni of the Toka Leya people of Southern Province has condemned Chief Chitimukulu for barring Chishimba Kambwili from attending the Ukusefya Pa Ng’wena traditional ceremony over the weekend. Chief Mukuni, who is aligned to the opposition UPND, has said people did not need an invitation to attend a traditional ceremony. He said traditional ceremonies were meant to unite citizens and not divide them. Chief Mukuni said he would counsel the Chitimukulu over his decision to send away Kambwili for fear that ruling Patriotic Front youths planned to attack him. Police blocked Kambwili from attending the ceremony on grounds that they had been instructed by the Bemba Royal Establishment to block him for his own security. An attempt to make an appearance on community radio station, Radio Mano were thwarted by violent ruling Patriotic Front party youths that took over the station and ordered Kambwili and his entourage off the station premises.
