Home Affairs Minister Stephen Kampyongo says there is no way the Zambia police will budge on banning police officers on marrying foreigners. Kampyongo said that the Law Association of Zambia (LAZ) misguided itself by saying that the directive by Inspector General of Police was illegal and had no legal backing. He said that LAZ was fallible like any other institution and had got it wrong on their interpretation of the ban. “LAZ is just a group of lawyers who go to court and lose cases like everybody else,†Kampyongo said. “The Inspector General of Police’s decision has the full backing of the law and will not reverse the decision.†The Inspector General of Police Kakoma Kanganja issued a directive that police officers should not marry foreigners and ordered those already married to declare their spouses as it was a security risk. The United Progressive Party delivered their dossier on allegations of corruption in the maize scandal to the Malawian government. UPP leader Saviour Chishimba said his party had a document detailing graft involving some top Zambian government officials in the supply of maize to Malawi. While the scandal in Malawi has been given widespread prominence the Zambia government has rubbished the allegations as an illusion of the Chishimba. Chishimba has been digging up alleged government corruption having also taken up the matter of Higer buses supply through the government. He has fingered ministers like Home Affairs Minister Stephen Kampyongo and Sports Minister Moses Mawere. BELOW IS THE UPP Statement after make their submissions at the Malawi High Commission: THE UPP PRESIDENT, SAVIOUR CHISHIMBA, APPEARS BEFORE THE MALAWI COMMISSION OF INQUIRY INTO THE MAIZE EXPORTATION SCANDAL AT 14:30 HRS TODAY, TUESDAY 7 FEBRUARY 2017 AT THE MALAWI HIGH COMMISSION After submitting evidence to the Malawi Joint Parliamentary Committee (Public Accounts and Agriculture) last week on Friday, UPP has received another invitation letter from the Ministry of Foreign Affairs requesting Dr. Saviour Chishimba to make a submission before the Commission of Inquiry which was constituted by His Excellency Prof. Arthur Peter Mutharika, the President of Malawi to inquire into alleged corrupt practices surrounding the exportation of 100, 000 MT of maize worth US$34.5 million. The President will be accompanied by senior UPP officials and concerned opposition leaders who will include Mr. Mike Mulongoti, President of the People’s Party. Other activists will include Mr. Dante Saunders and Mr Mcdonald Chipenzi. The fight against corruption is for all Zambians irrespective of political affiliations and beliefs. [The Herald] MOBILE network operators could have lost more than $26 million or 186 million voice minutes between June 2015 and April 2016 as subscribers moved to Over The Top Services for voice calls which are cheaper than the normal direct dial up.This means that during that period, Government lost about $4 million in potential tax revenue and the Postal and Telecommunications Regulatory Authority of Zimbabwe about $139 000 in regulatory fees.

The Patriotic Front says it is not true that the party has been taken over by the MMD. And the party says it is not of the view that the Law Association of Zambia (LAZ) should be disbanded as it was a creation of the law. Featuring on Radio Phoenix Let the People Talk program yesterday, PF deputy spokesperson Frank Bwalya said that 90 percent of the PF structures comprised founder members. Bwalya said that the PF like any other party in the country had members from earlier political parties like UNIP and MMD. There have been assertions that the MMD that the PF dethroned in 2011 has made a comeback through positions occupied by its members. “Ninety percent of people in the PF party structures came earlier but you know that in the country UNIP and MMD were parties formed earlier and the PF like any other party has attracted members from the MMD and UNIP,†he said. “Our President is not from MMD and our Vice President although she came from another party, you cannot doubt her loyalty to the PF. The party has been open to other people even other like myself who had gone and come back.†Bwalya said that while the party had a lot of issues with LAZ it was not enough to call for the disbandment of the body. “The official position of the PF is that LAZ should not be disbanded, you do not throw away the cup just because it is dirty,†he said. “We are time and again not happy with the position taken by LAZ who either by omission or commission sometimes disappoints us. But it is a body created by the law and so we cannot disband it.†On the Central Committee decision to reprimand Roan Member of Parliament Chishimba Kambwili he said that the lawmaker had not been cleared but reprimanded. Bwalya said that Kambwili was not being victimized as there was a complaint laid before the disciplinary committee by a member. He said that there was no relationship between the disciplinary action against Kambwili and the remarks made by dismissed deputy chairperson for elections Kelvin Bwalya Fube. He said that Fube may have had a point but did not follow right party channels in airing his opinion. Bwalya said that he was not aware of anyone being retired on account of being from an opposition dominated region. He said that President Edgar Lungu had nothing against people from Southern Province and had appointed southerners to important government portfolios.
