As the FAZ general membership meets in Lusaka for an Emergency Council Meeting to discuss two agenda items, we send an earnest appeal to the distinguished men and women to reject the draft constitution and find an alternative suggestion that will still consider lower league teams in the Electoral College. This is in the interest of football. Doing away with the lower league from the decision making structure is not being done in the spirit of developing the game. FAZ councillors should also hear suspended vice-president Richard Kazala and committe member Blackwell Siwale’s excupaltory statements after which they should decide to keep these thieves away from the game. It’s a fact. Nothing has generated more debate on the on-going FAZ constitutional amendments than the fear that lower division clubs may be isolated from the game. More so that FAZ elective meetings have been one of highest auction points in history with a candidate at the last FAZ Annual General Meeting having thrown away K800, 000 on the eve of the election just to win. And he was not even a candidate for the top position. Delegates from across the country scramble for a ticket from their clubs to be part of the party that brings in excess of about 350 delegates together. Once the suggestion that the number of delegates be reduced was broached, it became an opportunity to scandalize the process. However, the process itself has not been handled well by those in authority. They could have done a better job but chose shoddy works which has exposed them. It’s true that if one has attended elective FAZ AGM, they would have been witness to the chaos that takes place on the eve and also actual day of the elections. No reasonable discourse takes place with agenda items simply cast aside with the sole focus on elections. Moreover not even an organization with the mighty and resource pool as FIFA gathers such an incredible number of people for their congress. What FIFA proposes on the Electoral College appears to be a step in sanitizing meetings and ensuring that associations are a lot more prudent in selecting delegates to meetings. The proposed Electoral College for an elective AGM will cut the number of delegates to 120 with 80 or 100 votes up for grabs. While this is important, it should not be done to complete ignore the lower league teams for they too deserve the right to vote. The proposed FAZ constitution breaks the Electoral College Super Division, Division One apportioning them 20 votes each. Of note will be each Provincial Association having two delegates each with one vote with associations like the Referees Association of Zambia and Zambia Football Coaches also allotted voting rights. Here is how Article 21 that deals with delegates is couched under the proposed constitution. ARTICLE 21 DELEGATES AND VOTES 1. The Council is comprised of 120 delegates and 80 votes. The number of delegates as allocated as follows. a) 20 Super League Clubs, who shall each have two delegates and one vote each; b) 20 Division One Members, who shall each have two delegates and one vote each; c) Two Women League (Copperbelt and Lusaka) Members, who shall each have two delegates and one vote; d) For each of the 10 Provincial Associations 3 delegates and 3 votes (2 delegates representing Division 2 and 3) and 1 delegate representing the Amateur leagues; e) For the Referees Association of Zambia 2 delegates and 1 vote f) For the Zambia Football Coaches Association 2 delegates and 1 vote g) For the Zambia Higher Institutions Sports Associations 2 delegates and 1 vote h) For the Zambia Schools Football Association 2 delegates and 1 vote i) Futsal and Beach Soccer League 2 delegates and 1 vote j) Players Association 2 delegates and 1 vote 2. Delegates must belong to the member that they represent and be appointed or elected by the appropriate body of that member. They must also be able to produce evidence of this upon request This provision, and many others, are not in the interest of football development. They will kill our game. However, an alternative constitution circulated by Athletics Football Club provides for an inclusive Electoral College and gives various stipulation to a better way of addressing the constitution challenge Zambian football is faced with. Councillors have the power to reject the FAZ draft constitution and propose a document that best suit their interest. Football administrator Winstone Sichoongwe has found himself on the end of an abusive tirade by under fire FAZ vice president Richard Kazala who has branded him Andrew Kamanga’s bootlicker. The Pemba United official has told bolazambia he got an unexpected call from Kazala at about 18:50 hours on Thursday. He says Kazala called him a hungry man who was always hanging around Kamanga. This is barely 24 hours before football councillors are due to make a decision on the fate of Kazala and Siwale who were suspended for allegedly stealing K150, 000 meant for match tickets for the Nigeria versus Zambia match last October. Kazala, not exactly known for civil discourse, went as far as telling the elderly Sichoongwe that he was akin to “polishing Kamanga’s shoes and wiping his [Kamanga’s] bottom in the toilet.†And Kazala’s accomplice in the K150, 000 theft, Siwale, hinted at knowing where the K150, 000 is by saying he will spill the beans. In a text message to Sichoongwe seen by bolazambia, Siwale, who has also been on Sichongwe’s case wrote, “Do you have evidence that I touched the money? You will be embarrassed because people know who got the money?†Siwale and Kazala have never denied taking the money that they allegedly squandered from a payment of K1, 650, 000 by State House intended for match tickets. Sichoongwe is still a nightmare for supplicants of the former FAZ executive as he was the man that seconded the Vote of No Confidence motion in 2011. He remains one of the most vocal councillors and top advocates of transparency and accountability in the management of football in the country. Opposition UPND leader Hakainde Hichilema yesterday joined hundreds of mourners in Nega Nega to send off slain Lusaka businessman Reeves Malambo. Hichilema urged the family to remain united and stressed the importance of family ties and unity in diversity. “We also called on the nation to live in peace, harmony and support one another more also to avoid vengeance at all costs. “Our country is and has been a haven of peace but the recent and some current happenings leaves much to be desired. “We want to call on everyone to value family relations, children, husbands and wives, for nations are families, nothing more, nothing less,” he said. On Thursday, hundreds of mourners converged on the University Seventh Day Adventist (SDA) Church in Lusaka to attend the funeral church service for slain Autoforce proprietor Malambo. In a moving tribute, Malambo’s 19-year-old daughter Nkombo described her father as a loving, brave and generous man who was committed to improving the lives of others. Nkombo said it is very sad to lose a father especially that he was her teacher and best friend. “My father was a strong believer in the Lord, he encouraged us and his siblings to trust in God and not to lean on our own understanding and that is why I am able to stand here [today] and stay strong for him and the family,†the law student, who is pursuing her studies in the United Kingdom, said amid sobs as the congregants also wept. She said her father was hard-working and would always ensure that his children were comfortable and he would also go out of his way to help others in need. “I loved him because he was brave and frank whenever we did anything wrong,†Ms Malambo said. Earlier, Autoforce group sales, marketing and operations manager Felix Mweene described Mr Malambo as a father to many. Mweene said Mr Malambo’s death is a great loss to the nation especially that his consortium of over six companies created direct and indirect employment for over 1,000 people. Malambo is survived by a wife, Ngoza, and five children. Malambo’s girlfriend Shabu Benos, 38, and her younger brother Mumba Mutanuka have been charged with his murder. Malambo, 48, was allegedly stabbed to death by Ms Benos after a fight at her home in Ibex Hill on Sunday night. Police spokesperson Esther Katongo said in a statement yesterday that Ms Benos and Mr Mutanuka, 32, have been charged with one count of murder and will appear in court soon. “The two are in police custody as this is not a bailable offence,†she said. Katongo said Ms Benos’ teenage daughter who was arrested together with Mr Mutanuka has been released as there is nothing linking her to the murder. Mumba Mutanuka have been charged with his murder. Opposition leader Moise Katumbi has issued a fresh warning saying the Democratic Republic of Congo is on the brink of civil strife if President Joseph Kabila fails to respect an agreement to hold free and fair elections later this year. Katumbi issued a statement following the death of opposition leader President Etienne Tshisekedi whose death he describes as devastating to finding a peaceful and lasting solution to DR Congo woes. “There is growing concern in the Democratic Republic of Congo that the New Year’s Eve agreement to among the political parties to hold free, fair, and transparent democratic elections – as required by the Constitution – is on very shaky ground. “The prospects for the agreement were already shaky. Last week, Catholic bishops warned that the accord risks collapsing unless the concerned parties show “commitment to reach compromises,†Katumbi says. Under the deal, political parties were supposed to nominate a prime minister to head a transitional government that would organize elections before the end of the year. But after more than a month since the accord was signed, the government and opposition are yet to agree on either the appointment of a prime minister or a timetable for elections. The opposition has nominated Mr. Tshisekedi’s son, Felix Tshisekedi, for prime minister, but Mr. Kabila’s government insists that five names should be put forward to allow the president to choose one. Chilu Lemba, a giant in Zambian music who also worked with Chibangu, is as distraught as many Zambians. CHILU LEMBA WRITES “When I first met Joe Chibangu, he and I were probably around 19 years old – single with no kids and both with ‘interesting’ hairstyles. Fast forward to the most recent time we hung out, at his daughters birthday party in Lusaka; he was telling me about a product that would stop my hair from thinning. Yes, we were both beginning to lose hair 20 or so years later. You’re not likely to notice looking at me because his recommendation was solid. Over time, we recorded 7 songs together. He featured on 6. The most well known was Shibuka (Kamale) off Mondo Music’s ‘The Rhythm Nation Project’ in 2000. I recall once doing a recording session with him which began at 8pm. It ended around 5am. At some point while he arranged the songs and mixed them, I took a nap. He worked right through the night and into the morning. His work ethic was insane. Joe was an incredibly gifted guy; a singer, producer, songwriter and stage performer. He had a great sense of humor too. I sat on both sides of the fence when it came to Joe: I was a friend and a fan.
