Over 4, 612 students have been awarded scholarships for the 2018/2019 academic year across all the Technical Education, Vocational Training and Entrepreneurship Training (TEVET) institutions in the country. Higher Education Minister Professor Nkandu Luo says of the 4, 612 students, about 1,447 are female representing 31 percent, while 3, 165 are male. Professor Luo has told journalists in Lusaka that government will continue to award more TEVET bursaries to the rural students to ensure more skills development and poverty reduction. She adds that government will continue funding skills development and ensure training is demand driven and meets the development aspirations of the country. And Professor Luo says 2,890 students have been awarded loans at the Copperbelt University (CBU) for the 2017/2018 academic year. She says a total number of 4,025 applications were received with 222 applicants not meeting the set requirements, while 913 eligible students could not be awarded loans due to budgetary constraints. Professor Luo adds that the Ministry has also awarded 2,172 students loans from the 2,233 applications received to first year students at the University of Zambia for the 2017/2018 academic year under the Loans and Scholarships Board. She explains that from the 2,233 applicants, 62 were ineligible because 40 were accepted into university under parallel, while 14 were found to be children of members of staff at the university which means that they are under a tuition waiver thus they could not be considered. Meanwhile Professor Luo says her ministry has also offered 1,710 scholarships under the Support to Science, Technology Education project (SSTEP) in Colleges. Economic and Equity Party (EEP) President Chilufya Tayali has called upon President Edgar Lungu to break down the cartels he says have been created in the judicial system and give back power to the chief justice to handle the judicial system. Tayali says chief justice is currently powerless because some judges who feel they are closer to the president think they can do whatever they want and fix whoever is against their interest through rulings and judgments. He says it’s unacceptable for some lawyers to write to the chief justice giving her an ultimatum to explain herself of some decisions she makes while the president is quite. Tayali observes that the judicial system in the country is deeply divided and compromised with some judges being either on the opposition or ruling party side. Recently, some lawyers threatened to call for an inquiry to probe Chief Justice Irene Mambilima for misconduct after she allegedly asked Judge Sunday Nkonde to recuse himself from handling The Post newspaper liquidation case. In a letter to justice Mambilima dated January 4, 2018, signed by Mosha and Company, the law firm stated that her conduct was foreign, strange and unheard of. Zambia is among the least transparent countries in relation to national budget implementation, according to the Open Budget Survey (OBS) 2017 conducted by the International Budget Partnership. This is based on the information assessed between July 2015 and December 2016. Jesuit Centre for Theological Reflection (JCTR) Executive Director Fr. Emmanuel Mumba is worried that after recording a 38 percent rate in 2016, the country recorded a dismal eight percent in 2017. Speaking during a media briefing, on the Open Budget Survey 2017 results launch, Father Mumba says Zambia has not made budget documents available for scrutiny online and in publications. Fr. Mumba says Zambia’s Open Budget Index (OBI) score of eight percent means that citizens have little or no access to the budget information they need to understand the budget and hold the government to account. He says during the research period, Zambia decreased the availability of the budget information by producing the year- end reports for internal use only, not producing the pre-budget statement and failing to make available in a timely manner the mid-year review budget documentation. And Fr. Mumba says African countries will continue being negatively judged on account of poor or dismal perception by the global community. Fr. Mumba has recommended that to improve transparency, Government needs to be consistent in making publicly available the eight key budget documents through their official websites. He is of the view that the planning and budgeting bill and the public management bill should be enacted within 2018, stressing that once enacted the bills will help provide for citizens participation and strengthening budget oversight respectively. Speaking at the same event, Ministry of National Development and Planning Principal Planner Joseph Musonda says Zambia is now finalizing the 2017/2021 7National Development Plan anchored on five pillars. Musonda says under pillar five on diversification, transparency and accountability mechanisms are being strengthened. He has also explained that Information Communication Technology in the country is not developed, thus the challenges in publishing documents online.
