Patriotic Front Deputy Secretary General Mumbi Phiri says it is surprising to hear claims by some people that the suspension of UPND Members of Parliament is unconstitutional. Mumbi Phiri says there is nothing wrong with the decision made by Speaker of the National Assembly to suspend the 48 UPND MPs. She says when she served as Munali Member of Parliament; she was in 2009 together with two others suspended from Parliament for three months without being entitled to allowances and a salary. Mumbi Phiri says the suspended Members Parliament should even count themselves lucky that their suspension is only for 30 days. Mumbi Phiri has advised those issuing disparaging remarks against the Speaker to be mindful that he has powers to summon them to the house and refer them to the Director of Public Prosecutions (DPP) for possible prosecution. She recalls that FDD Spokesperson Antonio Mwanza was at one point summoned by then Speaker of the National Assembly Amusa Mwanamwambwa for issuing disparaging remarks against the office of the Speaker. Government says it is in the process of introducing electronic pay slips for public service workers. Smart Zambia National Coordinator Dr. Martine Mulenga says government spends about 7.2 million dollars per year on printing pay slips. Speaking during the launch of the Ministry of National Development Planning Website today, Dr. Mulenga says the contractual obligations with the suppliers for paper is ending this August, and that the contract will not be renewed in view of the introduction of electronic pay slips. Dr Mulenga says government has done all the quality tests and has distributed the memo requesting all government workers to submit their email addresses where their pay slips will be sent electronically. The Ministry of General Education says it has trained over 1,400 teachers in mathematics, science and technological subjects under the fast track education program between 2015 to date. The fast track teacher education program which has been running since 2012 is a modular distance education program which enables teachers to attend residential school during holidays and the program is being implemented at the University of Zambia (UNZA), Zambia Open University, University of Lusaka (UNILUS) and DMI St Eugene University. Delivering a ministerial statement in parliament today, General Education Minister Dr Dennis Wanchinga disclosed that currently, the ministry is sponsoring over 2000 teachers under the fast track education program. Dr Wanchinga has stated that the fast track program has not only helped to upgrade the qualifications and competences of teachers, but has also contributed to improved teacher performance which in the long run should impact learning outcomes. He has however, noted that the fast track teacher education program has come with various challenges which include the high cost the ministry has to incur in training the teachers. And Dr Wanchinga has disclosed that the ministry has also trained a total of 110 teachers under its retraining program for design and technology teachers across all the 10 provinces of the country. Dr Wachinga has explained that the program which started in 2015 was designed to capacity build teachers at primary level in technology studies linking them to secondary school design and technology. Young African Leaders Initiative (YALI) Governance Advisor Isaac Mwanza says the 30 days suspension slapped on 48 UPND Members of Parliament by the Speaker of the National Assembly is illegal. Mwanza has explained that according to order 72(3) of the National Assembly Standing Orders, if a member of parliament shows contempt against Parliament or the presiding officer for the first time, the suspension should be for a period of 7 days, 14 days for the second time and 30 days for the third time. He notes that in the case of the UPND Members of Parliament it is only the second time that they have shown contempt and therefore should have been suspended for a period 14 days. Mr. Mwanza has since advised the 48 suspended UPND Members of Parliament to seek judicial review over their 30 days suspension. He states that much as it was expected that the parliamentarians could be punished or suspended, the criteria used to arrive at the 30 days period is questionable. Presidential spokesperson Amos Chanda says Speaker of the National Assembly Patrick Matibini merely granted UPND Members of Parliament their wish by suspending them because they do not want to be Parliament. Chanda says the UPND lawmakers should therefore not blame government for their own action of staying away from Parliament during the Presidential address to the House on 17th March, 2017. He says the Executive had no hand in the suspension of the 48 UPND Members of Parliament. Chanda states that the Speaker of the National Assembly has the power to invoke the rules of the house whenever there is a breach of the standing orders. He adds that it is immoral for UPND Members of Parliament to demand for emoluments that are only paid for attending Parliament sittings. Chanda says it’s hoped that the suspended Members of Parliament will reflect on their action during the period of their suspension. He says President Edgar Lungu regrets the continued misconduct of some Members of Parliament who want to disrupt the democratic process of the country. Police in Lusaka’s Kalingalinga area yesterday picked up the body of a 28-year-old man murdered by unknown people. Residents in the area have blamed the police for not providing sufficient security leading to the rising number of murder cases in the city During press briefing Police spokesperson Esther Katongo appealed for calm among the residents and promised that more manpower will be deployed to the area. It is believed the situation is very tense in the densely populated township with suspicion that street kids mostly from Chawama, Misisi and Kanyama were behind the killings. Residents in townships are being advised to keep indoors in what is an unofficial curfew. Meanwhile, a 38-year-old man named Lloyd Musamba died on the spot on Monday in Kalulushi after being involved in a road accident. Copperbelt police command cofirmed the accident happened around 20:30 opposite the NAPSA housing complex. Police state that the vehicle the deceased was driving collided head on with another vehicle coming from the opposite direction. The police in the area are worried careless driving was leading to a number of road deaths.
