Home Affairs Minister Steven Kampyongo has warned Jerabos against causing confusion in Chingola District. Kampyongo sounded the warning following a series of reports of lawlessness among the Jerabos in Chingola. He said his Ministry will not allow lawlessness to continue and will put in place measures to ensure that sanity is restored in the district. “I want to make it very clear that we will not allow any lawlessness in Chingola district especially where illegal mining activities are concerned. I don’t care whether you are a Jerabo or what we must all respect the laws of the land,†the Shiwang’andu Parliamentarian warned. He said security will be heightened in the district and ensure that communities are not made to live under fear. Kampyongo warned that law enforcers will not spare anyone that will be found engaging in lawlessness behaviour. Recently some Jerabos in Chingola terrorised communities after one person from a rival group was shot and died at the hospital following a scuffle. Wusakile Member of Parliament Pavyuma Kalobo is alleged to have benefited from the ongoing plans to sale Wusakile Secondary School football pitch alongside some officials from the Ministry of Education. The Parliamentarian is believed to be the master minder of the auction plan which has faced resistance from all stakeholders including government. Kalobo, the independent Member of Parliament, is understood to have been looking forward to construct a shopping mall in the constituency as a legacy project. “We had a chat with him a long time ago last year where he hinted that he would bring an investor to put up a mall in the constituency as a legacy project. “This was not approved because it was too close to the school itself. Now it is surprising that debates have emerged and money is believed to have exchanged hands,†one of the Ministry officials disclosed. He alleged that the Member of Parliament was working with the former head teacher who has since been transferred and is under investigations for involving himself in the matter. “The head master who was transferred was working with the MP in this deal and as I tell you he is under investigations, but from here I think DEBS has made it very clear that the land is not sold to the named investor,†he added. When contacted Kalobo rubbished the allegations and threatened to take legal action against individuals that were attempting to soil his name in a questionable deal. “As area Member of Parliament, my interest goes with what the people decided. If the people don’t want the facility so be it… I can’t say much on this matter,†Kalobo said. Meanwhile, Some Zambia Environmental Management agency (ZEMA) officials said the agency will not approve such a move. During a workshop in Kitwe, the officer said it was disappointing that some leaders could sink so low to build a shopping mall next to a school. National Democratic Congress (NDC) Party Secretary General Mwenya Musenge says the his party is eager to see how the long awaited Access to Information (ATI) Bill will be debated now that Parliament has resumed sitting. Musenge said the ATI bill is critical not only to the growth and promotion of the media industry in the country but to preserve democracy and good governance. He has expressed hope that once the bill is enacted it will assist in fighting corruption in the country. Musenge says the NDC is also looking forward to see how parliamentarians will debate issues surrounding the alleged abrogation and violation of the Republican constitution by President Edgar Lungu. He charges that President Lungu has failed to defend and protect the aspiration of the nation citing the blocking of opposition political parties from holding public gatherings among other issues. The Luanshya Municipal Council has embarked on a series of meetings aimed at sensitizing residents about the changes in the laws regulating street vending and public nuisances. Luanshya Mayor Nathan Chanda says the Luanshya Municipal Council residents must be made aware of the new laws aimed at curbing street vending and other public nuisances. He said the new measures were part of the Local Government Acts’ Street Vending and Nuisances Amendment Regulation. The recently passed Statutory Instrument prescribes punishment in form of payments of between 300 Fee Units and 17,000 Fee Units per individual offender depending on the nature of crime committed. One Fee Unit is equivalent to 30 ngwee. Some of the measures prescribed by the new law includes the payment of a fine of 1,666.67 fee units or K 500 to the local authority as punishment for throwing liter on or along the street or road. Other deterrent measures effected by the new piece of regulation include paying 5000.00 fee units or K1500.00 for the sale of local produce in any street or in public place other than a market established by the Council, or except with the permission of the Council. And the selling of fruits and vegetables from the ground, open vans, wheel burrows or other conveyances will attract 1,666.67 fee units or K500.00. Chanda LMC has a moral obligation to help residents understand the changes. Government issued Statutory Instrument Number 10 of 2018 giving the Council Police and State Police legal and moral obligation to punish offenders. Copperbelt University Unionised Workers have accused foreign affairs Joseph Malanji of allegedly siding with embattled University Vice Chancellor Professor Naison Ngoma in the operations of the institution. And the Unionised Workers have declared a collective labour dispute against management for failure to remove Professor Naison Ngoma. Speaking on behalf of the three unions at the University, Dr Derrick Ntalasha accused Malanji of betraying them after agreeing to help resolve serious issues affecting the institution of higher learning. He says the unions had given Malanji a benefit of doubt to help intervene in the issues but were disappointed that he turned out to be a sell-out. “We would like to express our displeasure with Joseph Malanji’s press statement that only a few lectures at CBU have interest in forcing the vice chancellor Prof. Naison Ngoma to resign from CBU so that they can take up the position of vice chancellor themselves. “We would like to categorically state that the resolution to pass a vote of no confidence in the vice chancellor is an irreversible collective resolve of over 380 workers at CBU and not just a few lectures as was asserted by Hon. Malanji,†he said. Dr Ntalasha said the Unionised Workers were disappointed because they had resolved to give Malanji a chance to look at their grievances and engage the Republican President on the long standing dispute. “Our expectations were that Hon. Malanji would come back to address the workers just as he promised, but instead he went on to misinform the nation by asserting that only a few lecturers have hidden interests,†he added. The Lusaka Magistrate Court has sentenced a Chinese national to nine months imprisonment with hard labour for selling fake national team replica jerseys. Magistrate Greenwell Malumani sentenced Huang Bing of house number 7269 Makeni in Lusaka after having found him guilty of selling good bearing a false trademark. Bing was on January 20, 2018 nabbed for selling 24 pieces of replicas bearing a false trademark valued at K3, 600. In sentencing Bing, the magistrate said that the offence committed was very serious and amounted to theft. “It is my view that the offence of the sale of jerseys bearing false trademark is equivalent to theft. The trademark is patented and is a work of creativity so people can learn to be creative when their works are protected,†he said. “This is one case that should send a clear message especially for a foreign nationals that come to do business in Zambia.†Bing was charged for sale of goods bearing false description in accordance with CAP 405 of the Merchandise Marks Act. The Football Association of Zambia is set to offload on the market the replicas for the new KoPa jersey. KoPa is FAZ’s own brand that was unveiled at the just ended African Nations Championship (CHAN). Ngulube’s sentiments are in direct contrast with his Chifubu counterpart Frank Ng’ambi who has been tasked to move a motion to limit the number of times a person may contest Presidential elections. The Kabwe lawmaker said he would never support such a piece of legislation as it would be against the tenets of democracy. “I do not think we should be thinking about such laws. It is not only undemocratic but barbaric. Why should we be introducing laws that target individuals?†he said. The opposition UPND claim the proposed legislation is targeted at their leader Hakainde Hichilema who has contested and lost five presidential elections.
