Political commentator Laura Miti has saluted President Edgar Lungu for meeting 14 Catholic Bishops and agreeing to an initial process that will lead to reconciliation with opposition UPND leader Hakainde Hichilema. Hichilema has spent over 90 days in jail awaiting trail for a non bailable treason charge. Miti has been one of the strongest voices in demanding fair treatment of Hichilema. She has also emerged as a stern critic of President Lungu’s governance style. Today, Miti has spared some words that will soothe President Lungu into a good night sleep after enduring the dreaded label of ‘rising dictator’. BELOW IS LAURA MITI’S COMMENT Very happy that President Lungu met the Catholic Bishops today and has allowed them to meet HH to broker dialogue and reconciliation. Very impressed with the soberness and dignity in the announcement of the meeting and its results. THE Lusaka Magistrates’ Court has acquitted former tourism minister Sylvia Masebo of abuse of authority. Lusaka senior resident magistrate Ireen Wishimanga in her judgment this morning said Masebo did not abuse her power by directing the cancellation of hunting concessions under then Zambia Wildlife Authority (ZAWA) when she was Minister of Tourism. This is in a case where Masebo was charged with abuse of authority of office contrary to the Laws of Zambia. It was alleged that Masebo on dates unknown but between December 1, 2012 and June 30, 2013 in Lusaka, being Minister of Tourism and Arts, abused the authority of her office by cancelling the procurement process of the hunting concessions without following laid down procedure, an act which was arbitrary and prejudicial to the rights or interests of the government of the Republic of Zambia. She pleaded not guilty to the charge and stated in her final submission that the cancellation of the corrupt and irregularity-ridden tender process actually served the interests of the government and could not be said to be prejudicial to the interests of the government. She submitted that the case was a very bad example for whistle blowers, be it those serving in the government or otherwise. “We in conclusion submit that the prosecution has failed to prove the case of abuse of authority of office beyond doubt against the accused and she ought to be set at liberty,†read the submissions in part. Masebo stated that facts of this case were too glaring to call for any further elaboration. She stated that instead of vindicting her, she should have received praise for her effort to fight the deeply entrenched corruption at Zambia Wildlife Authority (ZAWA). Masebo added that the Anti-Corruption Commission (ACC) who independently proved most of the concerns she raised and who concluded that ZAWA officials were prone and conducive to corrupt practices, turned around when it was politically convenient to persecute her instead on a matter she reported to them. But the prosecution submitted that Masebo had not defended the case of the cancellation of the tender and that the defence had adduced evidence which either supports their case or does not attack the indictment. “On the premises, count one is satisfied. We urge this court to find the accused guilty as charged and convict her accordingly,†read the State’s submissions. But Magistrate Wishimanga this morning said the prosecution failed to provide evidence of how Masebo, who is is also former Chongwe member of parliament, personally benefitted from the cancellation of the hunting concession and therefore acquitted her of the charge. An unusual presence of heavily armed military personnel on the streets of Kasama in Zambia’s Northern Province has sent shivers among residents. Zambia is under a Semi-State of Emergency and security has been heightened across the country following acts of arson dimmed as sabotage. But the Zambia Army Command in Northern Province says there is nothing sinister about the presence of soldiers in selected streets in Kasama. Deputy Regional Commander Colonel Danny Maimbolwa says fears that the army had taken over patrol in the city were unfounded. Colonel Maimbolwa told Mano News that contrary to the assumptions, the soldiers were on what the army terms as a routine march. He adds that Wednesday’s route march was held as part of preparations for the forthcoming inter-provincial competitions within the Zambia Army. The Deputy Regional Commander has since advised the general public not to panic as the walk was purely a military exercise. MMD Die Hard Youths Coordinator Gerald Chiluba has called on the Registrar of Societies to take a firm stance and de-register any political party which will be linked to acts of sabotage that the country has experienced in the recent past. In a statement, Chiluba said the any political party found participating in the evil acts are to be considered terrorists and should be disbanded. “As MMD Die Hards we want to urge the Registrar of Societies to take a firm stance of de-registering any political party which will be linked to acts of sabotage, as such a political party is a danger and nolonger deserves to exist as a party but as a group of terrorists. “We feel if the Registrar of Societies intervened in this manner, we shall holistically deal with this devilish and savage behaviour which for the has engulfed our country Zambia,” he said. Chiluba further accused some political parties of operating outside the confines of the law. “The political environment has been very loose of let, politicians have been perceived to be above the law, some political parties are operating instead under the laws of Zambia but rather under the laws of their political parties, everything about politics today seem not to have any form of regulation, which is a public danger if no serious interventions are put in place. “The Registrar of Societies Should be courageous enough to halt political parties that are operating outside the values of our constitution so as to restore calm and peace in the country. We understand that once the move is made it could be perceived differently by others, but this should not be an excuse for them not to do that which their mandanted to do under the law. “It is our deep felt conviction that this is yet another time when the government needs to make radical decisions for us to preserve the peace and unity which we fought so hard to gain. This is indeed time for serious business, business of uniting the country and restoring of peace and order,” he said He added that the objective of multi-partism was to fight using ideas that would improve the lives of people. “The core objective of multi-partism was not to destroy or burn property, the intent was for us to fight and destroy each other using ideas that will improve the well-being of Zambians. “We want to take this opportunity to appeal to the security agencies to expedite the process of investigations in order to reduce curiosity among Zambians. We also want to take this opportunity to challenge the Registrar of Societies to take a front role in overhauling the conduct of political parties,” he said. Chiluba’s statement comes in the wake of calls by a number of stakeholders to have any political party found wanting in the recent acts of sabotage de-register. EEP President Chilufya Tayali and former UPND Vice President Canisius Banda have also voiced their concerns regarding the acts of sabotage that have rocked the country. In the recent past, Clement Andeleki shocked the country when he attempted to de-register the former ruling party which had 52 MPs, the MMD, for non remittance of annual returns and rental fees to NAPASA. Catholic Bishops have struck a deal aimed at reconciling political rivals President Edgar Lungu and opposition UPND leader Hakainde Hichilema. The influential Bishops met with President Lungu at State House today weeks after the branded the ruling party a dictatorship. President Lungu opened his door to dialogue with the bishops in the midst of rising political tension in the country. Archbishop Telesphore Mpundu, who has been a stern critic of President Lungu’s style of governance, was among the 14 bishops that even shared spontaneous light moments. BELOW IS A STATEMENT BY STATE HOUSE SPOKESPERSON AMOS CHANDA PRESIDENT LUNGU CONFER WITH CATHOLIC BISHOPS LUSAKA, (Friday, 14th July, 2017) His Excellency Mr. Edgar Chagwa Lungu President of the Republic of Zambia today met with members of the Zambia Conference of Catholic Bishops (ZCCB) at State House. The church leaders were at State House to underscore their commitment to working with Government for the good of the Zambian people. ZCCB president, Archbishop Telesphore Mpundu who led a 14-member team of Catholic Bishops said: “We are emissaries of our Church and we come to express our good wishes to you and your Government.†Commenting on the recent fires in the nation, Archbishop Mpundu said: “We deplore acts of violence such as arson as shown by the torching of the City Market. Our hearts reach out to the victims of this act and their loved ones.†He continued: “We also decry the acts of sabotage aimed at public installations aimed at crippling economic progress. The culture of cadres across the entire political spectrum of political parties must be replaced by inclusiveness and zero tolerance for violence.†The Catholic Bishops also appealed to the President to humble himself, put the country first and seriously consider engaging in a genuine face-to-face dialogue with opposition leader Mr. Hakainde Hichilema, such dialogue that will be aimed at reconciliation. “Your Excellency is quite alive to the historic reconciliation that took place between the two late presidents Levy Mwanawasa and Michael Chilufya Sata. We would like the State to facilitate our visit to Mr Hakainde Hichilema so that we can deliver the same message to him, namely to humble himself, open the door and pursue the path towards genuine reconciliation.†The President responded positively and encouraged the Catholic Bishops to visit Mr Hichilema and deliver their message. Home Affairs Permanent Secretary Dr Chileshe Mulenga who attended the meeting said the Ministry will immediately facilitate the Bishops’ request. The President welcomed the Bishops’ overtures for dialogue, but insisted that such a dialogue should be premised on the opposition first accepting the outcome of the 2016 elections. The President reassured the Church of his commitment to constitutionalism, democracy and the rule of law. “My Lords I wish to assure you of my full commitment to our citizens’ democratic rights. They shall be safe under my Presidency.’’ The President thanked the Church for their appeal to dialogue and reconciliation while urging them to be more vocal on actions from any quarters that threaten national peace and unity. “I want to appeal to the Church to speak with a louder voice against violence and other acts that undermine our peace and unity,’’ the Head of State said. The Bishops also said: “Our overriding concern is the aftermath of the election that was held in August last year, 2016. It cannot be denied that it was a divisive election which has left the people of this nation deeply divided. Following Your Excellency’s appeal on 12th March, 2016 at Mpika, we responded by drawing leaders from other church groupings to put our heads together in order to bring the political players together in view of conducting campaign peacefully and ensure peaceful elections. The meeting at the Anglican Cathedral of the Holy Cross was meant to achieve a consensus on how to conduct peaceful campaign. You are also a witness that it was not very successful.†“We repeat this call to Your Excellency and through you to your Government to embark upon a well spelt out and action oriented programme of National Reconciliation through genuine dialogue. We call upon you as President of the whole nation not just your political party to put in place concrete measures to reverse the worrying and very dangerous trend of doing politics through violence.†Archbishop Mpundu hoped that this meeting will be a building block in promoting a mutually appreciated relationship between the Church and State. “We never tire to reiterate that the constituency of the Political Authority and that of the Church is one and the same, namely the people of this great nation. That is why the State and the Church must cooperate with each other in its sphere of competence for the benefit of our people. This cooperation consists of comparing notes and exchanging experiences in view of enhanced service delivery to God’s people at whose service both the State and the Church must be in order to be relevant.†Archbishop Mpundu led 13 bishops and Father Cleophas Lungu who attended the hour-long meeting whilst the President was accompanied by Religious Affairs Minister Rev.
