[Leadership] The UN Office for the Coordination of Humanitarian Affairs (UNOCHA) yesterday unveiled 2018 Humanitarian Response Plan to support 6.1 million people affected by insurgency in Borno, Adamawa and Yobe states. The UNOCHA said more than $1 billion in funding was needed this year to help millions of people affected by Boko Haram insurgency in northeast Nigeria.

Groupe Europeen de Development (GED) Africa and Development Bank of Southern Africa has started conducting the environmental assessment process of the 187 kilometer Mwenda-Kashiba road project which will be constructed at a total cost of US $475 million under the Private Public Partnership (PPP). The multimillion project, which will include the construction of a modern bridge across Luapula River and a Border Post at Kashiba, will connect Zambia to Congo DR in Luapula Province through Chipili and Mwense districts. According to GED country manager Marcus Ascott, a total of US $221 million will be spent on the Zambian side while rest of the funds will be spent in Congo DR. Ascott has appealed to Chipili Town Council management and the general public to help the contractor have a conducive environment during its operations. And Chipili Town Council chairperson Isaac Kafwimbi has advised GED Africa not to import casual labour. Kafwimbi said engaging local labour will help alleviate poverty levels among youths of Chipili district. He was speaking during a meeting with the contractor and Development Bank of Southern Africa at Mwenda Primary School before the contractor proceeded to conduct an environmental assessment inspection of the road. Kafwimbi said the road which will be constructed is important to the development of the newly created Chipili District. “I am privileged to have a meeting with your team (GED Africa) in Chipili district. This road will bring development for our people,†Kafwimbi said. He however cautioned the contractor to avoid importing casual labour because Chipili district had capable youths who could be employed as casuals. Kafwimbi said the contract should be able to empower local through employment of casual workers. He further advised the GED Africa not to abandon the contract along the way like other contractors in the district. “Don’t run away like other contractors who have run away. You must expedite your works in order to complete within project schedule,†Kafwimbi said. Meamwhile, Chipili District Commissioner Willie Mumba said he was happy that GED Africa was in his district to connect Chipili to SADC country. Luanshya Mayor Nathan Chanda has threatened to terminate the contract of Kruger Veolia, a private company engaged to implement the US $104 million DANIDA funded project Chanda sounded the warning to the contractors under taking the multi-million Kwacha water and sewerage installations overhaul in the district to make sure the project is completed on time. He said though he was pleased with the technology being used by Kruger Veolia, works were moving at a very slow pace. Chanda said the people of Luanshya, who are now receiving limited water and in same parts no supply, have waited for clean and safe drinking water for too long after they were assured that the rehabilitation works would be completed before October and December 2017. “We don’t want to have water borne diseases in Luanshya,” he said. Apart from Danish International Development Agency (DANIDA) funded project being implemented by Kruger Veolia, Luanshya town is expected to benefit from the US$ 450 million Kafulafuta Water Supply Project. Kafubu Water and Sewerage Company director of Planning and Development Kabimba Nyirenda said the project completion time has now been extended for an additional six months period. President Edgar Lungu is Friday morning expected on the Copperbelt Province for a three day working visit. According to a program made available, the Head of State will start with a ground breaking ceremony for the Patriotic Front Offices in Ndola before visiting Main Masala Market where he is expected to interact with marketeers and respond to various concerns. President Lungu will then proceed to Kalulushi District were he is expected to Commission the ZAFFICO pole treatment plant before breaking off. On Saturday, the Head of State will start his day with inspections of the Mufurila-Ndola Road before switching to the Mokambo Road that is also still under construction. In the same area, the President will check on progress made on the Construction of Police Houses in Mokambo before meeting ward officials in Kitwe. The Head of State will conclude his Saturday with a fundraising dinner dance at Mist Gardens in Kitwe. A major concern towards the closure of our top 2 universities, UNZA and CBU, is on the table and yet as the strongest opposition, they have been quiet. I believe you are all toothless. Don’t you think it’s time to win support from the students by being on their side? Don’t you value education as much as the development of this nation is at stake? You and I know that the reasons the government is using to keep these institutions closed are barely inadequate to prove their legitimacy.
