A report by the Parliamentary Committee on Communication, Transport, Works and Supply has revealed that State House spends K1 million per year on its maintenance, hence the recommendation for the construction of a new modern structure. According to the report submitted to the Ministry of Housing and Infrastructure Development through parliament, during the first session of the twelfth national assembly, the Committee Chaired by Chikankata UPND Member of Parliament Douglas Syakalima toured State House and noted that “the foundation of the current building was weak, and the wood holding up the ceiling had been eaten up by termitesâ€, further saying that the whole building was leaking. “Apart from being old and damaged, the building was small and not able to fully cater for various State functions. The State House lacked a conference room and banquet halls, forcing the Government to incur high costs for hire of these facilities. The building had undergone several piece meal maintenance procedures. Unfortunately these procedures had not improved the situation. State House had to spend a total K1 million annually in maintenance,†the report read in part. The Committee further observed that there was a separation of some columns in the cabinet room leading to several cracks on several supporting walls which had increased overtime. “There is a failure of foundation supports. The walls have begun to crack due to the old age of the structure. The roof leaks despite various remedies that had been implemented. The heavy leaking has led to fungal growth of the wall of some rooms and these rooms can no longer be used. The electrical systems in parts of the building are not functioning. There are constant blockages in the sewer system. The structural timber is heavily damaged due to termite attacks and seeping water from the leaking roof,†further read the report. “The building is overloaded-above its carrying capacity. Certain rooms are being used for other purposes other than what they are designed for. The dining hall is used for public functions causing further strain on the structure. Private engineers had been contracted to carry out a thorough assessment of the situation. However there report was incomplete as they did not have access to some rooms. The State House is a health and safety risk to the end users. The situation as State House is dangerous and it requires urgent attention.†The committee however recommended that land should be found for the modern, more spacious and safe building house for the Head of State. “Engineers should be allowed to have access to State House, in order to carry out a full assessment. The assessment will guide whether the building should be brought down, or kept as a national monument, with very limited usage. The Ministry of Works and Supply should ensure that the process for funding of the project is transparent and approved by the National Assembly,†recommended the Committee. President Edgar Chagwa Lungu has noted that he will serve all including those who do not love him because he is elected to be Republican President. Speaking upon arrival in Livingstone, President Lungu thanked the people that had come to welcome him to the province but noted he would still serve his presidential obligations even to those who may despise him. “I am happy that you found time to come and see me, it shows your love for me. But even those who don’t love me, I have a duty to look after them,†he said. President Lungu also revealed that he was aware of manoeuvres by some individuals to disrupt his stay in Southern Province, however, he advised people not to follow such orders because in bid to try harm him they would only endanger their own lives because he has security employed to protect him. He instead advised individuals to rather follow orders of other members who had asked members of their political affiliation to boycott his addresses. “If you see the police coming in large numbers, they are here to protect law and order. This is because we have reports that some people want to try and disrupt and embarrass the President during the course of this visit,†he said. “But some people have told their members that don’t go and welcome him. I think that’s the best you can do, just say ‘don’t go and welcome Lungu’. But to start throwing stones, I think it’s uncalled for…. if you try to harm me physically, you will be harmed before you harm me…. . Rainbow Party president Wynter Kabimba says if the Patriotic Front government does not come out with clear evidence on who is behind the destruction of public property then it will be logical to conclude that they are the ones responsible. And Kabimba said that instead of rushing to declare a state of threatened public emergency government should have allowed thorough professional investigations. Featuring on Radio Phoenix Talk Show Good Governance, Kabimba said that once the state of threatened public emergency was approved by parliament it could not be extended beyond 90 days according to the article invoked. “If government does not give us clear evidence on who is cutting Zesco pylons, who started the fire at Luburma Market, who gutted City Market then we will have no other conclusion that to say that the PF is responsible,†he said. “They should tell us who is responsible, what political party they belong to. We do not want these pronouncements about sabotage because they are the ones in charge of government.†He added: “Not every act of arson is sabotage. You cannot say these crimes are politically motivated without giving us evidence.†Kabimba said that the proclamation of state of threatened public emergency would amount to nothing in the absence of professional investigations. “If it were up to us we would have left this matter in the hands of professional investigators to come up with evidence. We want to know who these people are, we want to know on whose behalf they are acting on,†he said. Kabimba said the church had become an accomplice in dividing the nation by having one half hiring itself out as praise singers of the establishment. “I have not condemned one group of the church against another but what I am against is the divide and rule tactics. I do not agree that government must only hear praises from the church. They must hear condemnation with a good heart,†he said. Kabimba said that the church had played a similar role during Frederick Chiluba’s reign of being praise singers. Kabimba said that article 31 did not provide for a renewal of the invocation of the state of threatened public emergency beyond three months.
